VNC as service on NT

Maybe I didn't express myself properly: the point is that selecting
that option (allow interaction with desktop) is the only way to get it
working, BUT it places the icon on the tray. Then it's necessary to
touch the Registry to disallow users to modify settings or close VNC.
Furthermore, they'll still be able to disconnect incoming calls. In
Windows 95 there's no icon when running as a service, how can I achieve
this in NT?
