Windows viewer documentation

Hello All,

It has just come to my attention that the Windows viewer documentation
was out of date.  

The new command line options mentioned in 'What's new' (ie. -config,
-register, -scale, -noemulate3, -nocursor, -dotcursor, -normalcursor)
weren't in the documentation.  I had written the new page some time ago,
and for some reason hadn't slotted it into place.

It's there now, so refresh your caches from

and apologies if I've given a brusque answer to anyone, thinking they
ought to know about these!
