I have a feeling SSL (Secure Socket Layer) would be good to use use.
There's a free implimentation called SSLeay at
http://www.ssleay.org/ssleay/

I think my best chance at helping at all with this would be attempting to
write a couple perl programs to establish an encrypted pipe from a socket
on a local machine, to a socket on a machine running VNC server, and
connecting through this pipe.  I could probably do it, and it would
probably be secure, but it would be a pretty ugly hack.  Basically, what
you can do w/ ssh, except not requiring ssh, and very portable.
