Disabling User VNC registry settings

Is there a value to place in the HKLM key for winvnc that will tell it to
disregard values in the user keys? Am I correct in my understanding that if I
have AllowProperties=0 in HKLM\software\orl\winvnc3\default, then it will ignore
the user keys for anyone who doesn't have an entry in HKLM with
AllowProperties=1?
What I want to do is set a password in HKLM and make it the ONLY password no
matter who is logged on. Currently, when I connect to the machine before
someone logs on, and then logon, I generally get disconnected because it seems
to be changing values to the ones in the user key. I sometimes get disconnected
even if the default password and the user's password are the same.
The only thing I've found about this is a post from someone who rewrote the code
to completely disregard all the keys except HKLM. Is there a simpler way for me
to accomplish this than rewriting the code myself?
