Win NT and AllowHosts key

Hello,
	I am trying to dissallow all hosts that are not on my subnet.  I have
put the AllowHosts key (made up of a string) with the value
"+206.135.228" and yet a friend on a different subnet can still attach
to the computer.  I have put it in several places in the registry after
it didn't work in the place that the manual said to put it.  Can anyone
suggest a solution?  Thanks in advance.
