Well, you can already do this.  I think it's called "X-Win 32" or
something, but it's an X server for Windows.  The difference I've seen
from other similar products is that it doesn't run the X server in a
window with a remote window manager, but runs the apps as if Windows
was your window manager.  The fact that Linux/Unix has the ability to
do this (at zero cost) was almost enough in itself to have my roommate
drop Windows.

Here's where your extensions to VNC would be needed.  If this existed,
I may be willing to set up a Windows box so I can use MS Project from
my Linux desktop (if anyone knows of a similar program for Linux,
please let me know.
