Brent,
    One problem with this is that if you have multiple people viewing the
remote system with VNC the bandwidth requirement will go up linearly with
the number of viewers. Each viewer is operating independently and the sever
will send the same data to each viewer. One possible (but not very pretty)
solution is to have a single system viewing the cameras via VNC and for
everybody else to view this system (also via VNC). It will reduce the
traffic on your T1 line but increase the traffic on your LAN.
