I traced the problem to the "Hebrew Windows" management. The keys are
sent by the VNC viewer but some how the keyboard input routines lose
them. I use an old DOS program that shows the scan codes received.
I also discovered the following in doing this test:
1. The VNC viewer does not distinguish between gray and keypad keys
(all arrows and movement keys are sent as keypad keys).
2. You can send any ascii key (1-255 decimal) by using the old method
of Alt + keypad numeric keys (on the viewer, see note 3)
3. ON linux (RH 6.0) with GNOME the "Num Lock" key must be pressed to
enable the "5" key (even with Alt or Ctrl).

We use Hebrew on UNIX but we are not depended on the OS for translation.
We use it on 1) X display - I wrote a script that changes the keys being
sent by xmodmap (depending on the X server). 2) On tty like terminal -
We use our own emulator that works on DOS, Win3.11, Win9X and NT. It has
it's own character set and it's own input and output translation.
Most of my work (like writing this email) is done using Emacs (on Unix
& Win9X) and I have written my own elisp package to support Hebrew with
OS independence.
