Help! Getting DebugMode to work on WinNT 4.0 Terminal Server.

I just started using VNC 3.3.3r2 for Windows 95/98/NT.  I'm
having some problems with running this version of VNC server on
an Intergraph TDZ 2000 running NT 4.0 SR3 Terminal Server with
four SVGA cards/displays slaved together to form one display.
VNC server works fine when a single SVGA card/display is used.

I've carefully followed the instructions for setting up DebugMode
and DebugLevel in the Windows registry.  I used regedit to make
the modifications.  Despite this, there is no indication that
debugging is working.  No console is created nor is a logfile
generated as it should when the VNC server is run in debug mode.

I have placed the DebugMode and DebugLevel keys in the same
directories as the other keys as specified in the WinVNC server
documentation.  I've set DebugMode to 2 or 4 and DebugLevel to 10.
Is there something else that I've missed?  Please help as I know
very little about the ins and outs of the Microsoft Windows OS.
