If the -remove option failed, either you hadn't -install'ed WinVNC, or you
didn't have administrative priveliges.

These symptoms strongly suggest that either during install or uninstall, or
both, you weren't logged on as an administrator. The only other time I've
seen these problems is when UninstallShield said "files are in use that need
deleting. Reboot to delete them" and the product was then re-installed
without rebooting.
The classic example is WinNT's TCP/IP stack. If you remove TCP/IP without
rebooting, then go in and re-install it, it'll fail to install and leave the
registry such that it thinks it's both installed and not installed!
