local loop-back connections are disabled

Hi,

I'm successfully runnning VNC in a Linux/NT environment.

Now I wanted to secure stuff and installed ssh/sshd for NT to do 
secure TCP tunneling.

As far as I can tell, it works. If I connect via

ssh1.exe -L 5902:xxx.xxx.xxx.xxx:21 xxx.xxx.xxx.xxx
I get a perfectly fine ftp connect.

If I do 

ssh1.exe -L 5902:xxx.xxx.xxx.xxx:5900 xxx.xxx.xxx.xxx

to forward the VNC port, I get a ssh connect.

Then when I try to connect VNC via with localhost:2 I get:

local loop-back connections are disabled

??!?!

If I try to replace localhost:2 with the xxx.xxx.xxx.xxy:2 I receive 
the same error message.

I'm stuck. Please help.
