login help

I have just installed VNC on a NT40 server. I am using the viewer on a WIN98
machine. Everything works fine except when the NT console is locked. I
finally figured out the the key sequence 'alt+shift+del' would prompt for a
login, but the console does not respond to my keyboard, it just beeps like I
have a buffer overflow....Thanks for any help!
