Error 105 installing VNC on win98

As a newbie user I just tried to install winvnc 3.2.2 on a vanilla 
Toshiba laptop configuration.

Setup.exe reports "Unable to find installation languages in 
<pathTo>setup.lid, Error 105". I have placed the winvnc folder at the top 
level of C: drive. The setup.lid file does exist int the winvnc folder, 
but is only 44 bytes in size.

Any suggestions would be appreciated,
