Assigning no password to a host under VNC WIN98

Null passwords are by default not allowed by WinVNC.

There is an option in the Properties dialog which controls whether or not
remote clients have keyboard & mouse access to the server.  The AuthRequired
option is documented at http://www.uk.research.att.com/vnc/winvnc.html but
you won't need to use that except to enable null passwords.
