You can look at information about Happy99.exe on the web.  My
understanding is that it rewrites certain files on Win32 systems so that
certain mailers will send it as an attachment.  The user does not know.

I wouldn't blame the user.  Blame the software manufacturer that produces
such vulnerable software.
