Windows 3.1 and VNC

Actually, this question has been up here several times before...

I started working at a VNC client written in Tcl/Tk, using Tcl7.6 which
used to run under Windows 3.1 when I still worked at such a box....

Finally I stopped that one, cause Tcl/Tk's graphics stuff was *waywayway*
to slow and ate too much memory.... Tk seems to be more appropriate for
window widgets like buttons and frames, not dot graphics :(

It might have been better (i.e. more performant) with a different
Windowing tool kit inspite of Tk... Any ideas for that? Useful approach
anyway?
