Changing the port #

Move the setting to
HKEY_LOCAL_MACHINE\Software\ORL\WinVNC3\Default\PortNumber and make sure it
isn't being overridden by the user's port number setting (HKEY_CURRENT_USER
or HKEY_USERS\.Default).
