Not to drag things too far away from VNC, but the @Home network in the San 
Francisco Bay Area (cable provided by TCI) does no packet filtering at all.  
VNC works just fine for me in this environment, though if I want to login to a 
UNIX box I still tend towards running X Windows via ssh.  So, YMMV.
