I'v actually noticed the same thing, only it causes a bit of a problem.  I have the VNC server starting in my startup group under Win95.  I have the shortcut set to start the program minimized.  During that boot, I can NEVER get an icon on the taskbar.  I know the server is running, I can log in, it has full functionality.  But even if I use CtrlAltDel to bring up a task list, kill the process, and run it again, I don't get an icon in the tray.  In order to do any administration on the server, I have to take the icon out of the startup group, and run the program once the machine is booted.  Any suggestions, anyone else noticed this?
