Not quite.  

It's easy to get confused by this. The URL should use port 5800+x. 
That's the address on which the web server part of WinVNC listens, and
through which it will send out the web page and applet to the browser.

However, the applet, once it is running in the browser, uses the
standard VNC port which is 5900+x, as do the native viewers.
