get vnc running (as service) by a normal user

Hi there,

we want to use VNC for helpdesk purposes and remote administration (e.g.
installing printer device drivers on NT4 workstations).
Due to strong labour rights in our company it is not possible to let a vnc
installed as NT service alway be RUNNING. (fear of uncontrolled snooping
etc)
But in some cases there is the need for us to login remotely as
administrator and therefore we need a running vnc service.

Q: is there a chance of getting a installed VNC SERVICE run by a user
without administrator privileges so that a user can grant us "access on
demand" to his machine?
