The VNC server for Windows will generally be slower than the VNC server
for X, because more guesswork is involved in tracking screen updates.

If the CPU usage stays consistently at 100%, then I suspect you have
either:

a) Ticked 'Poll Full Screen'
OR
b) Ticked one of 'Poll Foreground Window' or 'Poll Window Under Cursor',
without having 'Poll Console Windows Only' ticked.

Is this the case?
