I don't have a solution, but can provide another data point.  Under
the USA version of NT Server here, the VNC server 3.3.2R5 takes only
2% to 5% of CPU as shown by NT Task Manager.  This is on a dual
processor PII-300 machine running NT Server 4.0 with SP3 installed.

So, I suspect the problem may have something to do with the Japanese
NT not being quite the same as the USA NT?

Our only real problem with VNC here is slowness of update when using
the NT version of the server over a 28.8 modem link.  PC Anywhere is
(subjectively) significantly faster and so more practically usable.

Well, and a few keystrokes are apparently not mapped from the X viewer
(under RedHat Linux 5.2) to the NT server, including Shift-TAB, which
we use a lot in navigating onscreen forms...  but that's a minor
niggle I can live with, not a major problem.
