Ctrl-Alt-Del cannot be intercepted under Windows NT without replacing the
standard authentication library (GINA.DLL), because Ctrl-Alt-Del is a
secure key sequence or something (i.e. there needs to be a guarantee that
it will always work and nothing can stop it working by intercepting it.)
