No password for VNC viewer?

I've been playing with VNC for a little bit, and I have two questions:

1) Is it possible to have an arbitrary VNC client connect to the server
   without supplying a password?  We'd like to set up a server running
   only one application that anyone could connect to.  Please ignore
   security issues for this question; if you like, assume the application 
   is running as a totally unprivileged user.

2) Is there a way to set the VNC server's password programatically?  I'd
   like to set up a web page running under an SSL-protected server that
   let the user change the password.  Can this be done from a CGI script?

Yeah, I know these are contradictory questions... what was it Emerson
said?  "Little minds are consistent among hobgoblins."  Or something like 
that. :^)
