This is incorrect, for the standard US keyboard, in any case.  I don't * think * it is true for any, but know it is not for US English.

As far as I know, Windows always interprets the right-Alt key as
Ctrl-Alt. This is used, for example, in non-US keyboards to produce
special characters: You can produce them by pressing right-Alt and a
key, or Ctrl+(left-Alt) and the same key. Of course, this means that the
right-Alt key shouldn't be labeled simply "Alt". In some keyboards it's
labeled "Alt-Gr", as you say, but in mine, for example, it's simply
"Alt".
