Multiple VNC servers on Windows NT TSE?

Has anyone tried running VNC Server on Windows TSE (Terminal Server
Edition)?  Is it possible to fire up multiple copies on VNC Server on
TSE, one per logon, so that multiple VNC Clients can connect to the
same physical server but each one see a separate desktop and a
different set of apps?

If so, is it possible to logon new sessions on a TSE server remotely?

In short, can VNC Client/Server be used to deliver the same sort of
multi-user remote access that Citrix Metaframe does? (see
http://www.citrix.com/products/metaframe.asp)
