Startxvnc Available

[Richard Offer]

As promised, here's a first cut at startxvnc.

Consider it alpha level, its only been tested on Linux (RedHat 5) and Irix 6.5,
and by tested I mean run at least once.

If anyone at ORL wants to fold this into the base code, feel free....
