The answer is both yes and no.  At the moment it is possible, under
vncviewer on Windows, to go to the Options panel for a connection and tick
the "Swap mouse buttons 2 & 3" option.  This swaps the buttons and as a
result, the right mouse button at the client end can be switched between
behaving like the middle button and the right button.

There isn't currently any way to do this without going to the connection
options, so if you need access to both the middle & right buttons then
it's rather cumbersome.

A hot-key in the Windows vncviewer would fix this but risks conflicting
with key combinations you might want to send to the remote end, and so
hasn't been implemented yet.
