On the linux systems I have seen, it is as simple as running it.

/usr/bin/X11/xfs

I would expect it to be as simple on any other system with X properly
installed.

There is a config file in /usr/lib/X11/fs called config that you can use to
change its behavior. You can then set your fontpath to be

tcp/localhost:7100

At least this works for me.
