NT 3.51 problem

The default settings for the Win32 VNCserver will create that effect. The
options are "Only poll Console windows" and "Poll window under cursor". As
near as I can tell, the "Only poll console windows" is the real culprit.
If the VNCserver doesn't poll, it doesn't catch all the screen changes, and
you get a nasty set of roughly cursor sized boxes XOR'ed along the pointer
trail. (Dunno if it's really XOR, but that's kinda what it looks like)
