A VNC _server_ for text mode would be relatively easy.  For example, you
could just run your text-mode programs in an xterm and use Xvnc to serve
that.  (Yes, you would have to translate characters into a bit map.)

Or do you mean use text-only terminals as VNC viewers?  That would be a
lot harder.
