I don't know whether it will fix your problem, but Apple released
MacTCP 2.0.6 in (I think) 1994; it is mentioned in
<http://swupdates.info.apple.com/Apple_Support_Area/Apple_Software_Updates/US/Macintosh/Networking-Communications/Other_N-C/MacTCP_2.0.6_Update.txt>
and an updater (2.0.4 to 2.0.6) should be downloadable from Apple.

While you're waiting: do other applications continue to run? does the
VNCviewer hang?

I understand by this that you can use the Java applet on the Mac LC
475 to connect to the server, but the native vncviewer application
doesn't work.

If MacTCP 2.0.6 does not help, you might want to consider upgrading to
use Open Transport instead of MacTCP. I think this requires you to
upgrade the OS to at least System 7.5. I think Apple would recommend
that your Mac LC 475 should have System 7.5.5.

Do you know the lag doesn't vary from day to day? Do we know if lag
affects establishing the connection, or just slows it down when
established? Are your pc results are relevant, since you said you can
connect using the Mac and the Java applet?
