Xvnc: Cannot establish sockets???

I have built Xvnc on an IBM SP running AIX.  I have the Xvnc built.
When I try to start a vnc server I get this error in the ~/.vnc/X.log
file:

Fatal server error:
Cannot establish any listening sockets - Make sure an X server isn't already running

Or, if I just type the bare minumum:

wes "at" sp01> Xvnc :1

Fatal server error:
Cannot establish any listening sockets - Make sure an X server isn't already running


There is no X server running on this system.  Any display number I use
results in the same error.  What should I look for to resolve this
problem?
